All government services are slow so clearly the problem is not department specific

Government has gone on a hiring binge since 2015 so clearly the problem is not a lack of people
Downsize bloated departments,
Most likely ESDC, and the administrative side of Health Canada will be affected.
Any reductions will require a review of department operations first
Help employees who might lose their jobs transition into other departments/private sector.
Reform the category system
E.g. EC, AS, IT, etc
Job duties don't seem to match their category
Adds silly restrictions on public servants
Moving between categories is confusing
Transferring requirements and equivalencies are vague
Pay grades are all over the place
Improve public servant access to productivity tools and technologies
Fix that whole issue with incorrect pay after transferring departments it really shouldn't take more than 1 month to transfer pay information. It is kind of ridiculous that up to a year of waiting is sometimes ""normal"".
