Currently promotions are only managerial
A different set of skills
Not all aspiring employees want to become managers
Managerial duties require bilingualism
Technical/skilled work doesn't benefit from that
A technocratic non-managerial, non-bilingual promotion system will help keep talent
The positions' pay would be close to but less than managers
If employees meets the same bilingualism requirement, they get paid the same as managers

Job duties don't match their category
Adds silly restrictions on public servants
Moving between categories is confusing
Transferring requirements and equivalencies are vague
Pay grades are all over the place
Improve public servant access to productivity tools and technologies
Fix that whole issue with incorrect pay after transferring departments
