This is in line with our broader re-industrialization policy. Mining is currently a relatively high-risk, low-reward endeavour with high strategic value. The government must proactively invest and build confidence in the industry.

2. Boost investment in underdeveloped provinces and territories that have resources but not much industry

3. Ensure that benefits are communicated and shared with all indiginous people near the resources
